Since the continuous increase of the steel output in China, the imported quantity of manganese ore (one of the most important raw materials) increases steadily. The CIQ (ENTRY-EXIT INSPECTION AND QUARANTINE OF THE PEOPLE`S REPUBLIC OF CHINA) report becomes the only legislative authority to judge the quality and quantity of the imported ore in China. Because of the different specifications of ore, CIQ’s comparatively accurate result is the only basis to balance the profit between international mine companies and domestic importers.

Shanghai Jinneng International Trade Co.,Ltd is one of the biggest importers of manganese ore in China, whose total imported quantity exceeds 600,000 metric tons per year. For the big quantity, the company needs to pay a big amount, and the Mn content directly influences the payment. If the actual Mn content is lower than the CIQ report, the importer and plants will obviously suffer a lot. At all times, CIQ gets high recognition for its authority. Shanghai Jinneng International Trade Co.,Ltd recently imported 18,000 metric tons manganese lump ore from CVRD. Before the CIQ report, Shanghai Jinneng International Trade Co.,Ltd`s office in Tianjin Port and workers from plants sample and analysis these cargo. And the result is that Mn content is lower than CVRD`s guaranteed figure. Two weeks later, CIQ result appeared, and the MN content is far from the CVRD`s guaranteed figure. To guarantee the mutual benefit and show the justice, CIQ analyzed the ore again. The final result is that Mn content of this lot is lower than CVRD`s guaranteed figure.

At the same time, Shanghai Jinneng International Trade Co.,Ltd received the SGS report (consigned by CVRD) of this lot, which conformed with CVRD`s result.

Two noted inspection organizations (CIQ&SGS) took samples from the same lot at the same time but the results were so different. It is inconceivable. The inspection results from different parts are as specified in the table below.

Because this lot of manganese ore causes great dispute, the ore has been stocked in Tianjin Port for almost two months and creates a heavy loss for the importer and the plant. Shanghai Jinneng International Trade Co.,Ltd feels puzzled about the different results from two distinguished inspection organization, and the company is negotiating with CVRD now.

The Chinese importers appeal to create a justice circumstance for trading to ensure the benefit of relevant parties. Of course it needs relevant parts to make great efforts together.
